Patients treated to date (June 2026) in WADDAN-established Basic Health Units — 10,000+ safe deliveries

Overview

These achievements represent WADDAN's most technically demanding and highest-impact body of work, executed in partnership with RAHA (Refugee Affected and Hosting Areas Programme), UNHCR, and KfW (German Development Bank), and independently verified through government correspondence, monitoring visit reports, and facility handover documentation.

Reconstruction of a State-of-the-Art BHU — Miana Doag, District Dir Upper

Union Council Dogdara was occupied by militants during the military operation in Malakand; the area's only health facility was abolished. Residents had to travel 60 kilometres — approximately five hours — to reach the District Headquarters Hospital for routine treatment.

With financial assistance from RAHA, UNHCR, and KfW, WADDAN reconstructed the Government BHU in Miana Doag: a 7,500 sq.ft facility comprising a Service Unit, Doctor's Residence, Medical Technician Quarter, LHV Quarter, Class IV staff quarter, and a purpose-built MNCH Centre. The Executive Engineer, C&W Division Upper Dir, formally certified that the facility was constructed in accordance with the Government's standard design and structural specifications and the approved project plan.

  • Total project funding: PKR 19 million (RAHA / UNHCR / KfW). Within this budget, WADDAN also built an additional unit, a purpose-built Mother & Child Health (MNCH) Centre, which alone would cost an estimated PKR 10 million through government channels. A comparable BHU without the MNCH Centre was estimated at PKR 60 million through government channels.
  • Serves Union Council Doag Dara — more than 80,000 people — plus adjoining union councils; average daily OPD of 100+ patients.
  • Formally handed over to the Government of Khyber Pakhtunkhwa.
  • Cumulative outpatients treated, as of June 2026: 600,000+ (WADDAN facility records).

Built for the Future — Ready to Become a Rural Health Centre

The complex has been planned so that, with the construction of a few additional facilities, it can be readily upgraded to a Rural Health Centre (RHC).

Successful Project Completion in a Challenging and Conflict-Affected Environment

Despite limited resources, difficult mountainous terrain, harsh climatic conditions, limited transportation and access, a conflict-affected operating environment, and persistent challenges arising from a highly conservative and resistant community, WADDAN successfully completed the reconstruction of a critical BHU in a hard-to-reach area.

Three Mother & Child Health (MNCH) Centres — Qulandi, Sawni & Miana Doag

WADDAN constructed three Mother & Child Health (MNCH) Centres in Qulandi, Sawni, and Miana Doag, designed to strengthen access to maternal and neonatal healthcare in underserved communities.

Each centre includes a dedicated labour room, recovery room, waiting area, and essential infrastructure for maternal and child health services. The centres are designed to support safe and accessible maternal and neonatal care, with facilities and equipment provided according to the requirements of each centre.

The centres were developed with support from RAHA, UNHCR, and KfW and contribute to improved access to essential maternal and child healthcare services.

  • Not a single delivery case referred to Tehsil or District Headquarters hospitals since becoming operational.
  • Approximately 30 births per month per centre; more than 10,000 safe deliveries to date.
  • Formally acknowledged in writing by the KP Minister for Health under the RAHA programme.
  • Cumulative outpatients across the three MNCH-linked facilities, as of June 2026: 700,000+.

Rehabilitation of BHU Qulandi & BHU Sawni

WADDAN rehabilitated BHU Qulandi and BHU Sawni, including renovation of staff residences, rehabilitation of water supply, drainage and sanitation systems, improvement of access roads, and construction and rehabilitation of protection and retaining walls.

The rehabilitation of both BHUs strengthened healthcare infrastructure and was documented as benefiting more than one lakh people through the Health Management Committee.

  • A signed monitoring visit report from the District Support Manager, PPHI Upper Dir, confirmed good-quality construction at the Qulandi labour room.
  • Cumulative outpatients across rehabilitated facilities, as of June 2026: 1,100,000+.

Seismic & Disaster Resilience — BHU Dogdara

Dir Upper lies within a recognized seismic red zone. WADDAN constructed retaining and protection walls against erosion, landslides, and flooding; strengthened foundations, walls, and roofing; developed an emergency response plan; installed backup power; and ran mock disaster drills and tabletop exercises.

Construction Approach — Reinforced Concrete Frame

WADDAN constructed the BHU Miana Doag building and the MNCH Centres at BHU Qulandi and BHU Sawni with a reinforced concrete (RCC) structural frame system, incorporating columns, beams, lintel beams and plinth beams.

The previous BHU Miana Doag building, before its destruction, was not built with this type of structural frame system.

Access infrastructure

Access-road pavements and pathways adjacent to BHUs Dogdara, Qulandi, and Sawni, reinstalled water supply schemes and rehabilitated drainage.

Additional Infrastructure Delivered Through WADDAN's Own Resources and Management — BHU Miana Doag

  • Additional retaining and protection walls (construction and rehabilitation)
  • Construction of a water drainage channel within the BHU Miana Doag premises to prevent water damage to the facility
  • Construction of an external access pathway for the general public

Protecting public infrastructure, improving site safety, ensuring effective water drainage and facilitating community access.
